1. Except as otherwise provided by federal or state law, the Administrator or the Division may electronically provide a form, notice, claim, bill or other document or communication to a person if the person has requested to receive communications by electronic transmission, by electronic mail or other electronic communication. 2. The electronic provision of a form, notice, claim, bill or other document or communication pursuant to subsection 1 does not satisfy or relieve the Administrator or Division of any obligation under federal or state law to provide the form, notice, claim, bill or other document or communication in the manner required by the applicable state or federal law.
