1. The Appeals Panel shall elect a Chair from among its members. 2. The Chair shall hold office for 1 year and until his or her successor is elected. 3. If a vacancy occurs in the office of the Chair, the members of the Panel shall elect a Chair from among its members for the remainder of the unexpired term of the Chair.
