1. Any person may file with the Board a charge concerning a violation of any provision of this chapter or regulation adopted by the Board against any person. The charges must be in writing and filed with the Board. 2. All charges, unless dismissed by the Board as unfounded or trivial, must be heard by the Board within a reasonable time. An action against a person may not be commenced by the filing of a formal complaint more than 1 year after the date on which the Board received the charges.
