If the juvenile court commits a child to the custody of a public or private institution or agency, the juvenile court shall: (a) Transmit a summary of its information concerning the child to the institution or agency; and (b) Order the administrator of the school that the child last attended to transmit a copy of the child’s educational records to the institution or agency. 2.
