1. The Board shall meet at least annually and on the call of the President or any five of its members. 2. Five members of the Board constitute a quorum, and a quorum is necessary to conduct the business of the Board. Any action taken by the Board must be approved by at least a majority of the members present at a hearing or meeting of the Board.
