The following acts, among others, are grounds for disciplinary action: 1. Fraud or misrepresentation to secure a license; 2. Conspiring to commit fraud, forgery or deception in connection with an examination for a license; 3. Swearing falsely in any testimony or affidavit relating to or in the course of the practice of veterinary medicine; and 4. Engaging in any conduct likely to deceive, defraud or harm the public, including the dissemination of information by a veterinarian, licensee of a facility or agency or an employee of either, concerning the services of the licensee which is false or misleading and which the person knew or should have known was false or misleading.
