'Nuclear pharmacy' means a pharmacy: 1. Where radiopharmaceuticals are stored, compounded or dispensed; and 2. Which is licensed by the Nuclear Regulatory Commission or the Division of Public and Behavioral Health of the Department of Health and Human Services to handle radioactive materials.
