'Satellite consultation site' means a site that only dispenses filled prescriptions which are delivered to that site after the prescriptions are prepared: 1. At a pharmacy where a registered pharmacist provides consultation to patients; or 2. At an office of a dispensing practitioner where the dispensing practitioner provides consultation to patients, electronically, telephonically or by fiber optics, including, without limitation, through telehealth, during regular business hours from within or outside this State or the United States.
