1. Upon expiration of his or her term of office, a member shall continue to serve until a person qualified pursuant to this chapter is appointed as a successor. 2. If a member fails to attend meetings of the Board or a member fails to attend to the business of the Board, as determined necessary in the discretion of the Board, the Board shall so notify the Governor, and the Governor shall appoint a person qualified pursuant to this chapter to replace the member for the remainder of the unexpired term.
