1. Any investigation, inquiry, hearing or proceeding which the Board is empowered to hold or undertake may be held or undertaken by or before one or more members of the Board, and the finding or order of the member or members shall be deemed to be the finding or order of the Board when approved or confirmed by it. 2. No investigation, inquiry, hearing or proceeding shall be held or undertaken by only one member of the Board, or by less than the entire membership of the Board, without the previous written authorization of the Board.
