1. Every license or certificate of registration issued by the Board must be signed by the President and attested by the Secretary-Treasurer and must bear the Board’s seal. 2. Every license or certificate of registration is prima facie evidence of the right of the holder thereof to practice that occupation of cosmetology for which the license or certificate is issued.
