1. The Board may refuse to issue a school of cosmetology license to any applicant who fails to present satisfactory evidence of personal integrity and moral responsibility, and, if the applicant is a corporation, the provisions of this subsection shall apply to all the officers thereof. 2. No school of cosmetology license may be issued until the owner files with the Board a statement designating the person authorized to accept service of notice from the Board and to transact all business negotiations in behalf of the school.
