1. In the conduct of any examination, investigation or hearing, the Commissioner may: (a) Compel the attendance of any person by subpoena. (b) Compel the production of any document by subpoena. (c) Administer oaths. (d) Examine any person under oath concerning the business and conduct of affairs of any person subject to the provisions of this chapter, and in connection therewith require the production of any books, records or papers relevant to the inquiry. 2. Every person subpoenaed pursuant to the provisions of this section who willfully refuses or willfully neglects to appear at the time and place named in the subpoena or to produce books, records or papers required by the Commissioner, or who refuses to be sworn or answer as a witness, is guilty of a misdemeanor.
