In addition to any other remedy or penalty, the Commission or the Division, as appropriate, may: 1. Refuse to issue a certificate, license or registration card to a person who has failed to pay money which the person owes to the Commission or the Division. 2. Refuse to renew, or suspend or revoke, the certificate, license or registration card of a person who has failed to pay money which the person owes to the Commission or the Division.
