'Person whose hearing is impaired' means a person: 1. Who has a hearing deficit; 2. Who is able to process information aurally with or without the use of a hearing aid or any other device that enhances the ability of a person to hear; and 3. Whose primary means of communication may be visual. (Added to NRS by 2001, 1771)
