In addition to any other remedy or penalty: 1. Any savings bank which violates any provisions of this chapter or fraudulently misrepresents the terms of any contract or of any securities, and thereby secures a sale therefor, shall be punished by an administrative fine of not more than $10,000 and forfeiture and revocation of all licenses issued to it under the provisions of this chapter. 2. The Commissioner may impose an administrative fine of not more than $10,000 upon a person who: (a) Without a license, conducts any business or activity for which a license is required pursuant to the provisions of this chapter; or (b) Violates any provision of this chapter or any regulation adopted pursuant thereto.
