If the Commissioner approves an application for authority to form a corporation to engage in business under this chapter, he or she shall issue a certificate in duplicate authorizing the organization of the corporation and the operation of a thrift company, specifying the date on which and the conditions under which its place of business may be opened, including the place where it will be located.
