1. Except as otherwise provided in subsection 2, this chapter does not permit a licensee to issue thrift certificates. 2. A licensee who maintains a branch office located outside this state may issue thrift certificates and any other securities that are permitted to be issued by a licensee pursuant to the laws of the state in which the branch office is located.
