'Medical cannabis dispensary' means a business that: 1. Is licensed by the Board pursuant to NRS 678B.210; and 2. Acquires, possesses, delivers, transfers, transports, supplies, sells or dispenses cannabis or related supplies and educational materials to the holder of a valid registry identification card, as defined in NRS 678C.080, or to another medical cannabis dispensary.
