1. Except as otherwise provided in this section, to prevent monopolistic practices, the Board shall ensure, in a county whose population is 100,000 or more, that it does not issue, to any one person, group of persons or entity, the greater of: (a) One adult-use cannabis establishment license; or (b) More than 10 percent of the adult-use cannabis establishment licenses otherwise allocable in the county. 2. The provisions of this section do not apply to an adult-use cannabis establishment license for a retail cannabis consumption lounge or an independent cannabis consumption lounge.
