1. The Board shall not issue an adult-use cannabis establishment license for a retail cannabis consumption lounge pursuant to NRS 678B.250 unless: (a) The applicant holds an adult-use cannabis establishment license for an adult-use cannabis retail store; (b) The adult-use cannabis retail store for which the applicant holds an adult-use cannabis establishment license is operational; and (c) The location of the proposed retail cannabis consumption lounge is attached or immediately adjacent to the adult-use cannabis retail store for which the applicant holds an adult-use cannabis establishment license. 2. The location of a proposed retail cannabis consumption lounge: (a) Except as otherwise provided in paragraph (b), is not subject to the restrictions set forth in sub-subparagraph (II) of subparagraph (2) of paragraph (a) of subsection 3 of NRS 678B.250 so long as the adult-use cannabis retail store to which the proposed retail cannabis consumption lounge is to be attached or immediately adjacent was in compliance with such requirements at the time it was issued an adult-use cannabis establishment license; and (b) Must not be on the property of an airport.
