The Commissioner shall adopt regulations governing: (a) The use of electronic signatures, and the acceptance and transmission of electronic records and payments, including transactions involving claims and other transactions relating to insurance; and (b) The electronic filing of forms and payment of fees, and the storage and reproduction of records, filed with the Division. 2. As used in this section: (a) 'Electronic' means relating to technology having electrical, digital, magnetic, wireless, optical, electromagnetic or similar capabilities. (b) 'Electronic record' means a record created, generated, sent, communicated, received or stored by electronic means. (c) 'Electronic signature' means an electronic sound, symbol or process attached to or logically associated with a record and executed or adopted by a person with the intent to sign the record. (d) 'Record' means information that is inscribed on a tangible medium or that is stored in an electronic or other medium and is retrievable in perceivable form. (e) 'Transaction' means an action or set of actions occurring between two or more persons relating to the transaction of business, commercial or governmental affairs.
