1. The Commissioner may adopt reasonable regulations, consistent with the provisions of this chapter, for any of the following purposes: (a) Effectuation of the law; (b) Establishment of procedures through which determination is to be made as to the eligibility of particular proposed coverages for export; (c) Establishment of procedures for the operation of a nonprofit organization of brokers designed to assist brokers in complying with the provisions of this chapter; and (d) The use of electronic signatures and the acceptance and transmission of electronic records and payments, including transactions involving claims and other transactions relating to surplus lines insurance. 2.
