For the protection of the people of this state, the Commissioner shall not: 1. Issue or renew any club agent’s license except in compliance with this chapter. 2. Issue or renew any club agent’s license to, or to be exercised by, any person found by the Commissioner to be untrustworthy or incompetent, or who has not established to the satisfaction of the Commissioner that the person is qualified therefor in accordance with this chapter.
