1. The Director may recommend to state agencies, local governments and appropriate private persons and entities, standards for conservation of energy and its sources and for carrying out the comprehensive state energy plan. 2. In recommending such standards, the Director shall consider the usage of energy and its sources in the State and the methods available for conservation of those sources.
