'Qualified applicant' means a person or governmental entity engaged in: 1. The construction or operation of an energy conservation project; 2. The construction or operation of an energy efficiency project; 3. The construction, expansion or operation of a renewable energy system; or 4. The manufacturing of components of a renewable energy system. (Added to NRS by 2011, 1769)
