1. 'Wholesale facility for the generation of electricity from renewable energy' means a facility for the generation of electricity from renewable energy that, except as otherwise provided in paragraph (b) of subsection 2, does not sell the electricity to the end user of the electricity. 2. The term includes: (a) All the machinery and equipment that is used in the facility to collect and store the renewable energy and to convert the renewable energy into electricity. (b) A facility that is owned, leased or otherwise controlled by an entity that has authority to sell electricity and provide transmission services or distribution services, or both.
