The Legislature hereby finds and declares that it is the policy of this State to: 1. Expand and accelerate the development of solar distributed generation systems and energy storage systems in this State; and 2. Establish a sustainable and self-sufficient solar renewable energy industry in this State in which solar energy systems are a viable mainstream alternative for homes, businesses and other public entities.
