The Commission shall adopt regulations that establish: 1. The qualifications and requirements an applicant must meet to be eligible to participate in the Solar Program. 2. The form and content of the master application. 3. The process for accepting and approving applications, which must provide that applications are approved based on the order in which complete applications are submitted and not on a lottery process. 4. A requirement that an authorized representative of any public entity participating in the Solar Program, including participation through a third-party ownership structure, provide the identifying number described in NRS 338.013 for such project and certify in the application and upon final completion of the solar energy system or distributed generation system that the public entity has complied with all applicable requirements of this chapter and chapter 338 of NRS. 5. A process pursuant to which the utility must transmit to the Commission for inclusion in the public records of the Commission a copy of any application by a public entity or any related material requested by the Commission which includes any redacted personal identifying information of a customer. records of the Commission a copy of any application by a public entity or any related material requested by the Commission which includes any redacted personal identifying information of a customer.
