1. The Solar Energy Systems Incentive Program is hereby created. 2. The Commission: (a) Shall establish categories for participation in the Solar Program with the goal of maximizing to the extent practicable the number of customer categories participating in the Solar Program based on demographics and location. (b) May establish the criteria and capacity for each category. 3. For the purpose of establishing categories pursuant to subsection 2, the Commission may additionally establish subcategories which may include, without limitation, schools, public property, low-income customers and nonprofit organizations, and may establish the criteria and capacity for each subcategory. 4.
