Any person engaging in the intrastate transportation or storage of household goods shall comply with the following requirements: 1. Upon the request of a person seeking service, the carrier of household goods shall provide the person with a written, binding estimate of the cost of providing the requested service. 2. The charges assessed for the service rendered may not exceed the amount in the written estimate, unless the customer requested services in addition to those included in the written estimate and agreed to pay additional charges. 3. If the person for whom service was provided pays any amount consistent with the provisions of subsection 2, the provider of service shall release immediately any household goods that were transported or stored to that person. 4. If a person requesting service alleges that any household goods were damaged or lost, the provider of service shall: (a) Attempt to resolve the dispute; and (b) Identify the provider’s carrier of insurance and explain the procedures to file a claim. 5. The provider of service shall advise all persons for whom service is to be performed of their right to file a complaint with the Authority and provide the address and
