1. In determining whether circumstances require a temporary increase in the number of taxicabs allocated pursuant to NRS 706.8824, the Taxicab Authority shall consider the interests, welfare, convenience, necessity and well-being of the customers of taxicabs. 2. Whenever circumstances require a temporary increase in the number of taxicabs allocated pursuant to NRS 706.8824, the Taxicab Authority shall allocate the temporary increase equally among the certificate holders in the area to be affected by the allocation. 3. The Taxicab Authority shall determine: (a) The number of additional taxicabs to be allocated; (b) The hours of operation of the additional taxicabs; and (c) The duration of the temporary allocation. 4.
