Upon the granting of a franchise, as provided in NRS 709.210, or the extension of the term of a franchise granted prior to April 10, 1969, as provided in NRS 709.270, the county clerk shall issue to the grantee a formal franchise for the term so granted or extended by the board of county commissioners, for which a charge of $5 shall be made by the county clerk.
