Notwithstanding any other provision of law, obligations issued by the United States Postal Service or the Federal National Mortgage Association, whether or not the payment of principal and interest thereon is guaranteed by the Government of the United States, may be purchased by: 1. Insurance companies, insurance associations and all other persons carrying on an insurance business; 2. Executors, administrators, guardians, committees, conservators, liquidators, rehabilitators, receivers, trust companies and trustees, and all other persons occupying a similar fiduciary position; 3. Banks, bankers and savings banks; 4. Savings and loan associations, investment companies and other financial institutions; 5. Credit unions, cemetery associations, mutual benevolent and benefit associations; 6. The State and any municipality, county, school district or other local government unit or political subdivision; 7. All other public officers, boards, commissions, bodies and agencies of the State and its political subdivisions and agencies; and 8.
