10-B:4 Exceptions. – I. This chapter shall not apply to the university system of New Hampshire. II. The governor and council, upon recommendation by the administrator of the division of plant and property in the department of administrative services or other state agency authorized to build, acquire, or lease office space, may suspend the enforcement of all or part of this chapter or any rule adopted under it upon finding that an emergency or hardship exists which makes compliance with the provisions of this chapter unreasonable.
