135-C:58 Communication Rights for Persons in Receiving Facilities; Rules. – Every person admitted to a receiving facility shall have the right to communicate freely and privately by mail and telephone with persons outside the facility, and to receive visitors, unless it is determined that this communication or visitation has harmed or will harm the person or others.
