143-A:10 Penalty. – Whoever violates any of the provisions of this chapter or fails to comply with the lawful orders and requirements of the commissioner shall, upon conviction of a: I. First offense, be guilty of a violation; II. Second offense, be guilty of a misdemeanor; and III.
