§ 154-8-d

[RSA 154:8-d repealed by 2024, 85:2, effective November 1, 2025.] 154:8-d Council to Study the Impacts of Electric Vehicles, E-mobility Devices, and the Associated Lithium-ion Batteries on First Responder Response, the Environment, Building and Fire Codes, Life Safety, and Property Protection. – I. There is established a council to study the impacts of electric vehicles, e-mobility devices, and the associated lithium-ion batteries on first responder response, the environment, building and fire codes, life safety, and property protection. II. The members of the council shall be as follows: (a) The commissioner of safety, or designee; (b) The insurance commissioner, or designee; (c) The commissioner of the department of transportation, or designee; (d) The commissioner of the department of environmental services, or designee; (e) The state fire marshal, or designee, who shall serve as chair; (f) The director of the division of motor vehicles, or designee; (g) A representative of the New Hampshire Municipal Association, appointed by the association; (h) A fire chief, appointed by the New Hampshire Association of Fire Chiefs; (i) One member appointed by the New Hampshire Auto Dealer's

III. The council shall study: (a) The occurrence of electric vehicle, e-mobility device and the associated lithium-ion batteries fire department responses in New Hampshire; (b) The impacts to public safety response and personal protective equipment; (c) The impacts to the built environment; (d) The impacts to the environment to include air, water and ground pollution; (e) The impacts to the state transportation system; (f) Cost and administration of first responder training; (g) The impacts to the state building and fire codes. IV. The council may solicit input from any person or entity the council deems relevant to its study. V. The first meeting of the council shall be called by the state fire marshal.

On or before November 1, 2024, the council shall submit an interim report of its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library and shall submit a final report on or before November 1, 2025.
