431:33 Definitions. – In this subdivision: I. 'Agricultural compost' means mixtures of decomposing organic matter, that may include manure, stored and managed on farms and used to condition and fertilize soils used for production of agricultural crops. II. 'Commercial fertilizer' means any substance containing one or more recognized plant nutrients which is used for its plant nutrient content and which is designed for use or claimed to have value in promoting plant growth, except unmanipulated animal and vegetable manures, marl, lime, limestone, wood ashes, and other products exempted by rule by the commissioner. III. 'Manure' means the excreta of animals, including poultry, that are kept or harbored as domesticated animals, together with bedding materials used in housing such animals.
