207:36-b Littering; Penalty. – I. No person shall put, place or leave, or cause to be put, placed or left, in or upon any way, public property, private property, into or on the ice over any public water, or into or on any waters of the state, any bottles, glass, crockery, cans, scrap metal, junk, paper, garbage, old automobile or parts thereof, or refuse of any nature whatsoever, or any noxious thing. II. Paragraph I shall not apply to any person who is the owner or tenant in lawful possession of such property, or has first obtained consent of the owner or tenant in lawful possession, or unless the act is done under the personal direction of said owner or tenant, all in a manner consistent with the public welfare.
