231:165 Services and Fees. – I. If the proprietors of the line are the petitioners, they shall pay the town clerk for his services and fees. II. If a landowner is the petitioner he shall advance the payment for such services and fees, and if his petition is sustained he may recover the same from the proprietors of the line. III.
