236:84 Rulemaking. – I. The commissioner of transportation may adopt rules under RSA 541-A which are reasonable and consistent with, but not more restrictive than, the provisions of this subdivision relative to: (a) Informational and directional signs; provided that the commissioner shall adopt rules relative to signs for churches. (b) Applications for sign licenses. (c) Applications for sign permits. (d) Procedures relative to signs placed in accordance with RSA 236:88-a. (e) Any other matters required in administering this subdivision. II. The reclassification of a highway to or from the interstate, federal aid primary, or federal aid secondary system, or the designation of a highway to or from the turnpike system, shall not constitute the adoption of a rule under this section.
