If there is no claim to the money during the one year, or if the lottery commission is unable to locate the holder of a winning ticket during the one year, the lottery commission shall pay the money to the state treasurer at the end of the one year. The state treasurer shall deposit the money into the special fund set up under RSA 284:21-j. A person who has a claim on the prize money after the money has been paid to the treasurer shall make a claim to the legislature for payment.
