412:43 Rulemaking Authority. – I. The commissioner may make reasonable rules as necessary to effect the purposes of this chapter. II. The commissioner shall adopt rules, under RSA 541-A, relative to defining 'resident' for the purposes of this chapter and RSA 417-A. Such definition shall include any criteria necessary for determining residency in this state, including the residency of persons on active duty in the military service of the United States, retired persons, and other persons temporarily out of this state.
