420-B:5 Issuance of Certificate of Authority. – The commissioner shall issue a certificate of authority to any person filing an application within 90 days after filing of a completed application, payment of all required fees and receipt of endorsement or approval of the state health planning and development agency, as provided by law or regulation, if he is satisfied that the applicant is safe, reliable, entitled to confidence, in sound financial condition and that issuing the certificate of authority would be in the public interest.
