13:1D-110. Evaluation of applications, notice of deficiencies; definitions 1. The Department of Environmental Protection shall, within 30 days of receipt of a permit application, evaluate each application and supporting documentation thereon, to determine whether the application, and supporting documentation constitute a completed application for the purpose of commencing a technical review of the application. The evaluation shall identify the specific deficiencies in the permit application, if any. Written notice of the specific deficiencies shall be provided within the 30-day period to the applicant and, if other than the applicant, to the person or persons having prepared the incomplete submission. For purposes of this section: 'Applicant' means the person in whose name the permit is to be issued. 'Completed application' means the submission of all of the information designated on the checklist, adopted pursuant to section 1 of P.L.1991, c.421 (C.13:1D-101), for the class or category of permit for which application is made. 'Permit' has the same meaning as defined in section 1 of P.L.1991, c.421 (C.13:1D-101). L.1991,c.418,s.1.
