13:1E-222 Rules, regulations. 10. a. The Commissioner of Environmental Protection shall adopt, pursuant to the 'Administrative Procedure Act,' P.L.1968, c.410 (C.52:14B-1 et seq.), rules and regulations as are necessary to effectuate the provisions of P.L.2002, c.128 (C.13:1E-213 et al.). b.
