13:1E-99.156 Rules and regulations, incentives to collect, reuse polyethylene film. 22. a. No later than two years after the effective date of this act, the department shall adopt, pursuant to the 'Administrative Procedure Act,' P.L.1968, c.410 (C.52:14B-1 et seq.), rules and regulations necessary for the implementation of this act. The rules and regulations shall also establish incentives, to the extent that funds are appropriated therefor, for manufacturers, recyclers, and retailers to collect and reuse polyethylene film. b. Prior to the adoption of rules and regulations, and as necessary thereafter, the department may develop guidance as necessary for the implementation of this act.
