13:1H-2. Definitions The following words shall have the following meanings: a. 'Department' means the Department of Environmental Protection. b. 'Local environmental agency' means (1) a municipal environmental commission or joint environmental commission established by two or more municipalities, (2) a county environmental commission and (3) a soil conservation district.
