18A:62-32. 'Higher Education Incentive Endowment Fund' 4. There is created in the Department of the Treasury a non-lapsing fund, the 'Higher Education Incentive Endowment Fund' (the 'endowment fund'), which, subject to the availability of funds, shall be used to provide State matching funds against endowment contributions to four-year public institutions of higher education, two-year public institutions of higher education, and independent institutions of higher education that receive direct State aid, or their institutionally related foundations, in accordance with the provisions of sections 5 through 7 of this act and subject to the provisions of subsections a. and b. of section 12 of the act.
